In Dragon Court, my main character, Mqs Legionairre, is (technically) level 25 with a guild "rating?" of F 23/23 ; M 18/18 ; S 8/8 ; I 1/1 . What is the actual level of my character?

Your character level, or just level, in this case would be 25.  Weapon level is calculated by taking your character level and adding the amount of fighter guilds, in this case the weapon level is 48.

The only thing that depends on weapon level is weapon restrictions. If you click "INFO" on any weapon or armor, most weapons will have a bit that looks like: "Minimun Level (##)" and the ## would be replaced with the minimun weapon level that you need in order to equip that item.
