Right, my mind has gotten from me, I guess I'm old (or just haven't played for so long)...
Do you rank up faster by spending marks on requests to rank up? or do you gain favor fast by mingling/boasting/gaming?

If you've got a decent amount of guts, then Game. Otherwise, Mingle.
You gain peanuts by petitioning.

Assuming DC hasn't change inthe past year...
Low guts character: mingle
High guts (>=200) character: game but don't petition until you have enough favor for "straight shot" at becoming an Sen.

Very strange, Shane was a "Seneschal", but yesterday I logged in and was dropped in rank to "Lady".

define "long time" - is it an actual real time date? like 30 days and you lose one rank or how exactly does it work?

Every day, you lose a little bit of Favor. If it goes below half the Favor required to attain your rank, you get busted down to Squire/Lady.
