The effect is more pronounced the further you get away from equator. In Denmark (GMT+1) we had 4 step daylight saving cycle during the late years of WW2. The effect is quite simple. We get no benefit of the light when the sun sets at 4 a.m during summer, so by shifting the time by an hour (or 2, for the ww2 scenario) we can get full use of the light in the evening.
