Blackwater

Located on the isle of Tortuga, Blackwater is the chief city of the so called Pirate Confederation. It is here, that some of the most infamous sailors on the seas can be found, attracted by the degree of commerce and activity. It is also for this reason that Tortuga is the most infamous of all in the Pirate Isles.
