This is the corps in charge of just what it says, Tactics and Strategies. If you want to make an attack, or make sure a defense is properly laid out, come see these guys first.
They'll take it up to the HC, but it must pass them first.
They also oversee the engineers and setting up of defenses, making sure that everything is in place.
