It seems unlikely to me that Officers (sub-councillors) would be included in the War Council unless they presided over an area crucial to the issues at hand or possessed a particular expertise that would prove helpful to the discussion. Examples might be a Supply officer who handles foodstuffs being called in if the siege of a Titan-controlled fortification seemed likely, or the Head Ambassador being accompanied by the official emissary to Clan X if Clan X had specific strategic importance.
